ANU PRESIDENT PROPOSE OIL COMMITEE

The President of All Nations University (ANU), Koforidua, Ghana, has made a strong proposal to the government of Ghana to set up a bi-partisan committee made up of qualified individuals from diverse backgrounds to work out a 50-year plan for the utilization of oil revenue that would accrue from the Jubilee fields in the Western Region of Ghana.

Dr. Samuel Donkor, the ANU President, said the 50-year plan will help save the nation from the problems 'of oil money' that have plagued other oil-producing countries in Africa.

According to the ANU president, the plan should be backed by a legislation that will insulate it from political manipulation.
"The legislation should be such that no president, parliament or individual could have the power to change except by the sovereign people through a referendum," he indicated.

Dr. Donkor pointed out that a clear plan to guide the nation join the utilization of the nation's oil revenues for decades to come will definitely avoid the pitfalls of many African countries where greed, corruption, avarice and unbridled spending leave the masses with nothing to live on while politicians and army generals appropriate the lot to themselves.

"If we fail to plan before the money comes, we are certain to make a mess of it but if we plan before the money comes, we will make better use of it".

Dr. Donkor, who was speaking to the press at a special ceremony to welcome some students of the university after further training abroad, went to the extent of suggesting a formula to utilize Ghana's oil revenue.

"We can distribute the oil money as follows: 10% for infrastructure; 10% for education; 10% for health; 10% fro job creation; 10% for dept repayment ; 10% for youth and sports; 10% for research and development; 10% for reinvestment in the energy sector and 20% for savings".

" we as a people must ensure that politics, greed and corruption do not have upper hand in the use of our oil revenue which could ruin this beautiful country God has given us," he noted.
